Sir Edward Grey on December 2 wrote to tho British Ambassador at St. Petersburg pointing out the grave ultimate peril of Russia’s action in Persia, suggesting that no further steps be taken without consultation with Britain, and asking that troops be sent to Teheran only as the last resort. Russia accepted the suggestion.
