CONSIDERING A POLICY. By Electric Telegraph.—Copyright. OTTAWA, April 10. Mr. R. L. Borden, Prime Alinister, declares that the outline of tile scheme in tho Quebec Chronicle' is without foundation. Nevertheless some papers, while admitting that it is not proper’ that a policy should be promulgated before Mr. Borden and Mr. J. D. Ilazon, Alinister of Marino havo submitted a scheme’ to the Admiralty, it is evident that means should be found to test public opinion in Canada, Groat Britain and the other dominions before Canada is formally committed to a definite scheme.
