CRUISERS AS MAIL BOATS. By Electric Telegraph.—Copyright ' LONDON, Dec. 13. The Daily Chronicle states that Mr. Graaf, Minister for AVorks, proposes that the South African Government shall build a fleet of armed cruisers, costing £5,000,000, to ho used to carry mails and lent to Britain in war time.
