FRENCH NAVAL POWDER.
REPORT OF COMMISSION. By Electric Telegraph.—Copyright. PARIS, Nov. 13, The Chamber of Deputies is discussing the naval powder scandals. The report of the commission stated that investigations showed the defects in the powder to be solely duo to faulty manufacture. One lot - was composed of powder made in various years. The date of manufacture given was when the last lot left the mills. M. Delcasse announced that all defective powder would be destroyed. ,
