ALLEGED MONARCHIST PLOT. By Electric Telegraph.—Copyright. (Received Sept. 7, 8.5 a.m.) LISBON, Sept. 6. The newspaper Capital states that the Minister for Foreign Affairs, in reply to a question, announced that the Monarchists were concentrated on the frontier and -would enter Portugal today. All preventive measures would be taken, and the movement would be quelled at the first shot. It would not even attain the proportions of a skirmish.
