THE NEW BY-LAW.
(To tho Editor.) Sir, —At last tho Borough Council has passed a by-law that I have fought for for years, namely, that nightsoil is not to bo buried, and that all refuse from back yards must be carted away. It is disgusting to see dirty paper and rags flying .tho streets. It is disgraceful to see some premises. Now, Mr. Mayor, add one more good deed to tlie groat benefits wo have received under your rule; stop at once tho keeping of fowls in small back yards. Small wonder that l there is sickness in nearly every house. I hope to sec a big clean up, "and shall expect to see tho bylaw carried out; not tho usual, go-as-you-pleaso stylo of doing things hero. Visitors say New Plymouth is very pretty, but how dirty tho; people are! Napier and Nelson show that tho people take a pride in their homes. Yet'as for beauty and natural surroundings, New Plymouth is miles' 1 ahead. lam going to keep my eyes open,, as I have had such evidence placed before me of wanton cruelty to animals. , Drivers, look to it, I sha’n’t hesitate ono mo-> piont to report any case that comes under my notice to the police. It is about time these abuses are : put down with a firm hand. If a man boat, a horse over tho head, just to vent his, ,temper, 1 or ran and kicked a horse, asi I have J itnessed often hero, in the place whore I was brought up, tho fellow would soon have found a good ducking in' the horse trough or nearest crook. Then'ho would get tho kick clean off tho premises. There was a lot of prompt justice served out in those days. —I am, etc., LOVER OF HEALTH.
