Canadians believe that the repeal of the surtax on German goods will bo at the expense of British manufacturers. On the other hand,; the opinion in Berlin assumes it’ to be at the expense of the United States. It is assumed that America chiefly has profited by the check which the surtax lias put on German trade. COMMERCIAL RELATIONS. * OTTAWA, Fob. 18.
