BOROUGH COUNCIL.

Tl>e New Plymouth Borough Council mot last night at tlio Town Hall. Present: The Mayor (Mr. G. Tisch), Councillors Browne, Hooker, Watkins, West, Wilson, Bellringer, and Dockrill, POWER EXTENSION. As the result of a conference between the Electric Light Committee and Mr. IT. W. Climio, it was recommended that tenders for the constitution of a now race at the head works, in accordance with the plans and specifications bo prepared by Mr. Climie ; also that the committee to granted power to acquire the necessary easements from Mr. King. WORKS COMMITTEE. The Works Committee recommended that the letter from the Commissioner of Crown Lands ro water meter at the Government Buildings be referred to the Borough Engineer for a report; that the letter from Mr. W. A. Coleman re nuisance arising from the burning of sawdust and shavings at the steqm laundry, Gill Street, be referred to tho Borough Engineer to report upon; that tho Discharged, Prisoners’ Aid Society lie informed' 1 that the council has no power'ter contribute to its funds; that tho award and appraisement made by tho arbitrators,, in connection with tho renewal of tho TAso of sections from'tho School Commissioners be. accepted by tho council; that Mr. Goodacro lie informed that the council cannot see its way to remit the charge of 9s 9d for water supplied by meter; that Messrs. Sanderson awl Griffiths’ letter ro alleged nuisance arising from the sewer pipe in Currie Street near the railway gate bo referred to the Borough Engineer to report on; that the application of the Railway Department to bring Leach St. deviation under the provision of tho Land Transfer Act be referred to tho Executive Committee to take such steps as they may deem necessary for tho protection of tho council’s interest in tho matter; that a copy of tho inspector’s report re alleged broach by Mr. J. W. West of the by-laws ro ’bus time-table bo soijt to Mr. M. Jones ; that Mr. K. Webster’s application for footpath in front of his residence, Carrington Road, bo referred to tho Borough Engineer to report as to cost, etc.: that the letter from the Garrison Band ro municipal concerts bo referred to tho Band Committee; that the letter from Mr. W. Reece re stud svstom of tramways bo referred to the Tramways Committee ; that the petition in favour of mixed bathing at the salt-water baths bo referred to the Baths Committee for favourable consideration.. The report was approved. ENGINEER’S REPORT. Upon consideration of tho report of ■ he Borough Engineer (Mr. Kendall), it was decided to obtain estimates of the' cost of installing electric light at the waterworks cottage, the filters and the pipeheads. It was also decided to kerb the east side of Queen Street should funds bo available. Action in regard to a recommendation to have tho Powdcrham Street culvert-extended to full length on the south side was deferred ; also tho question of opening up Loach and Young Streets.. ELECTRICAL ENGINEER’S REPORT. Tho Electrical Engineer, Mr. H. Black, furnished a lengthy report dealing with the Electric Light Department. TRAMWAYS.—THE STUD SYSTEM. Mr. W. Reece, of Christchurch, in reply to a letter from the Mayor, wrote that be saw the stud system, of tramways being installed at Wolverhampton ton years ago and was not aware of its use anywhere else. Ho inqniVd whilst in Wolverhampton lately bow the system was working'and was told. that they had got over all. the, initial troubles and that it was satisfactory. Ho did not think it was a system which would increase in use, because of the vorv heavy first cost of installation, and as would he readily understood, the roadway must he kept in perfect condition or else the system would soon got out of alingment and consequently become dangerous to people passing over the studs and horses would suffer as they did at first at Wolverhampton, owing to imperfect contact. Hq thought for all new countries there was nothing so simple as the overhead trolley system now in use inMbe dominion, and it is daily being installed in Great Britain, on the Continent, and in America. Referred to the Tramways Committee. UN.SATISFACTORY CROSSING. The Mayor referred to tho wooden crossing at tho corner of Doyon and

Brougham Streets and to the numerous accidents that had happened there. Ho had himself recently seen two of four horses attached to a timber waggon go down immediately they got on to the wood blocks, and one or two other horses fell there on the same day. He thought the best thing to do was to tear the whole thing up and metal it, making the street a uniform level. Councillor Dockrill said it was an experiment to try and get over the very dirty state the road was invariably in at the corner. It could not he said it had been a success after what had happened there. The blocks certainly kept the place clean, hut unless something different was done other things might happen which would be more serious than the dirty corner. The matter was referred to the engineer, who will probably follow out the suggestion of the Mayor and metal the corner after bringing the road up to a uniform level. DRAINAGE COMMITTEE. The Drainage Committee reported that after full consideration it could not recommend a reduction in the charge made for connecting Miss Baker’s private hospital with the sewer. The committee also recommended that Messrs. Boon Bros, he informed the council could not see its way to extend .the sewer in Liardct Street to Gilbert Street. The ‘ report was approved. BY-LAWS COMMITTEE. The committee recommended that a by-law ho made to compel owners and occupiers of all premises in the borough to have all night soil, house refuse, rubbish, and other similar matters removed from their premises by the borough contractors and prohibiting the burial of any such night,soil, etc., within the borough.—Agreed to.
