The newspaper Debats states that General Baron Von Heeckeren asked the Foreign Minister to take steps to guarantee the integrity of the Netherlands. He declared this was necessary because a neighbouring Sovereign had intimated a few years ago that ho would be obliged to occupy Dutch territory unless Holland defended herself against Great Britain. The Foreign Minister refused to reply unless Baron Van Heeckeren gave the name of the Sovereign. The newspaper Nieuwe Courant states that Baron Van Heeckeren, at a secret sitting, informed the Foreign Minister that the Kaiser wrote to Queen Wilhelmina in 1904.
