PREMIER'S SPEECH DESCRIBED.
LONDON, Sept. 20. Mr. Keir Hardie, speaking at Birn'.iiisfluun. declared that Mr. Asquith's speech was- the kind a lawyer made in defence of a criminal. It was difficult to imogino anything less calculated to arouse enthusiasm.
