LONDON, Sept. 17. ilie commission of inquiry into the wreck of tho Shaw-Savill liner near Capetown on August 6 considers that the hfe-savinK appliances at Capetown, namely, two rocket-signalling apparatus and a lifeboat, efficient and sufficient, but thero were no similar appliances elsewhere on the peninsula. The lifeboat was unable, to assist owing to the rocky lee shore. . Tho commission recommends the transfer to Simons Town of one of the rockefc apparatus, tho erection of a light house at Diaz Point instead of that at Capo Point, and, finally, a light with a and fo« signals at Slang Kop Point. r
