In committee on the Development Bill, Mr. Lloyd-Georgo accepted Lord Robert Cecil's amendment substituting for the advisory committee a P 6 ™*,*" nent commission, independent of the executive; its recommendation to the Treasury to be final if they decided to reject any proposed grants, but not if they favoured the grant*. . Lord Cecar» object was to guard against the dangers of corruption.
