FACTORS FOR PEACE.

Two factors have arisen suddenly, making for peace in the Balkans: firstly, Russia's expressed readiness as i\ prelude to the proposed conference to l ccognise "the annexation of Bosnia and Herzegovina; secondly, the Crown Prince of Servia's sudden renunciation of the Crown in favour of his younger brother, and »iis probable voluntary exile for a year. He wrote to the Premier intimating that his decision was due to unjust insinuation based upon an unfortunate occurrence.
