Grey's proposed formula, which would enable Servia to satisfy all Austria's substantive demands, anJ smooth the way for the- conference. It is understood Sir E. Grey is preparing fresh proposals. Meanwhile, Baron Aehrenthal withholds, what is almost an ultimatum to Servia; ADVICE OF THE POWERS. LONDON, March 25. Router's Belgrade correspondent reports that the Government announced that Servia would unreservedly follow the advice of the Powers. A WARLIKE SPEECH. (Received March 26, $ t a.m.) VIENNA, March 25.
