A NEW DEPARTURE. (Received March 25, 9 0 a.m.) CALCUTTA March 24. It is officially reported that Satyendra Prosanna Sinha, barrister, succeeds Mr. H. E. Richards as a memt>er of Lord Minto's Council. The Times, commenting upon the responsibility assumed by Viscount Morley (Secretary of State for India) iji making the appointment, says it is the gravest act of state taken in India, and expresses strong misgivings in making the departure unless Sinba is given a Mahomedan colleague.
