THE NEW BILL.

By Electric Telegraph.— Copyright. LONDON, March 19. The Standard's New York correspondent reports that the Tariff Bill includes a provision for not applying the maximum retaliatory jatei in cases of preferential duties of British colonies with their Mother Country.
