Rifaat Pasha has declined the port folio of Minister for Foreign Affairs and Nazim Pasha refuses to return tc his former command or accept anothei post, objecting to the Army's participation in politics. Before Kiamil's defeat the army officers lobbied the members. [Nazim Pasha was recently appointed Minister for War.]
