MULAI HAFID AND THE POWERS.
VTV T (Received Sept. 14, 8.10 a.m.) LONDON, Sept. 13. Mulai Hafid, the Moroccan usurper, has sent a note to the- Powers stating that he agrees to recognise the engagements entered into by his predecessor, notably the Algeciras Act. He requests that the Powers will immediately recognise him as Sultan in order that he may carry out the reforms required by the Algeciras Act.
