[The Borough of Palmerston North adopted the system of rating on unimproved values tho poll being taken on March 5, 1897. Up to the end of March, 1907, 08 cities, boroughs, counties, and road districts had taken polls on the subject, sixteen rejecting the proposal. Hastings and Timarii have twice rejected it, while Petone and Picton carried at the second time of asking. Devonport, Hamilton, Normanby and North Invercargill, ha.ving adopted the system, rejected proposals to rescind it at subsequent polls, Of the cities Christchurch , and Wellington have the- system in force and Auckland rejected it. We have not at hand the record of polls sinco March 31, 1907. A point to be noted is that in most cases the voting on the proposals was small, tho majority of the ratepayers .failing to express an opinion either way. In Christchurch, for instance, only 1108 votes Avero recorded in 1902, .096 for and 512 against, out of oyer 3000 ratepayers, while in Wellington only 1852 out of over 0000 voted.]
