AN ILLEGAL PROPOSAL.
LONDON, Sept. 11. The Times deprecates the mistake committed by the promoters of the Roman Catholic procession. Their disregard of the statute, it says, is not conducive to the success of the cause they have- at heart. It adds that Messrs Lily and "\Vallis, Roman Catholic lawyers, in their book "The Manual of Law Affecting Catholics," show that the Catholic rites, ceremonies and vestments are restricted to places of worship.
