POPULAR OPINION DIVIDED.
(Received Sept. 10, 8.10 a.m.) LONDON, Sept. 9. . The Morning Post and the Westminster Gazette consider the Act of Catholic Emancipation definitely forbids the Eucharist Congress processions. They say there is no reason why the law should not be observed. Both papers condemn the promoters of the processions. Apart from extremists, many people consider the proposal to block the processions regrettable.
