Tho Times says tho Australian and New Zealand experiments with compulsory arbitration as a means ot avoiding strikes and creating permanent harmony between masters and men has not yet proved to be oF any value. Even if it were successful, it would not necessarily be applicable to English conditions, where- the machinery oi society is far more complicated.
