MR. MORLEY AND MR. McKENNA BECOME PEERS. By Electric Telegraph. — Copyright. 'LONDON, April 13. It is officially announced that tho Right Hon. John Morloy, Secretary oi State for India, and Sir Henry Fovlcr, Chancellor of tho Duchy of Lancaster, have been created Viscounts. Both retain their offices. Alterations in the Cabinet have beon made as follows: — Lord President of the Council. — Lord Tweodmouth (late First Lord of the Admiralty), in place of Earl Crewe. Colonial Secretary. — Earl Crowe (late Lord President of the Council), in place of Lord Elgin. of the Exchequer. — Mr Lloyd George (late President of tho Board of Trade), in place of Mr H. H. Asquith. First Lord of tho^ Admiralty. — Mr.Reginald McKenna (late President of the Board of Education), in plabe of Lord Tweedmouth. President of the Board of Trade. — Mr Winston Churchill (late Under Secretary for the Colonies), in place of Mr D. Lloyd-George. President of the Board of Education. — Mr W, Runciman (late Secretary to the Local Government Board), in place of Mr R. McKenna. The above are all members of the Cabinet. The members of the late Cabinet who are not mentioned retain their offices. The following additions to the Ministry have* been made : — Under Secretary for War.. — Lord Lucas, in place of the Earl of Portsmouth. Financial Secretary to the War Office.— Mr F. T. Ackland, in place of Mr T. R. Buchanan. Under Secretary for India. — Mr T. R. Buchatfan (late Secretary to the Local Government Board), in place of Mr J. E. Ellis. Mr Reginald McKenna does not vacate his position as Financial Secretary to the ' Treasury though lie relinquishes tho portfolio of edtication. It is expected Mr C. E. H. Hobhouse will be appointed Secretary to the Treasury in place of Mr G. Whitoley. Mr Herbert L. Samuel, Under Secretary for Home Affairs, declined promotion, preferring to pilot the Children's Bill through Parliament. Viscount Morley informed his constituents that the state of his health compelled him to choose between resigning his office and withdrawing from the House of Commons.
