RUSSIA'S SLENDER PURSE,
ST. PETERSBURG, March 28. Count Sergins de Witte, President of the Russian Committee of Ministers and Minister of Finance, addressing the Finance Committee of the State Council, declared that Russia's finances wete in an exceedingly critical condition. It was inadvisable, he said, for the Government to embark on an extensive naval programme.
