Lord Elcho stated at a meeting of tho London County Council that the most recent offer made by the Commonwealth Government for a Strand site for the proposed High Commissioner's office was £3000 per annum below the official appraisement. He hoped the negotiations would be re-opened, as he had every reason to believe that the Commonwealth had not made its final offer.
