ABOLITION OF CONTRABAND.
THE HAGUE, July 25.
Lord Rqay explained before the Fourth Commission tho motives inducing Great Britain to advocate the abolition of contraband, laying stress on the fact that complications resulting from the capture of contraband were becoming so dangerous that the danger wjia not compensated for by any real utility to the belligerent. Thero is little prospect of Britain" 3 proposal being adopted owing to tho opposition of Germany and Japan.
