Government to approach the Other South African Governments with a view to federation. Mr Malan esti mated that federation would be achiev ed in five years. Dr. Jamieson, seconding the motion, advised the federalists to hasten slowly. Ho expected that when the intercolonial conference on Customs an^ Railways had concluded its business early in 1908, it would proceed to consider "the preliminaries for federation, paving the way for^a national convention elected by the people.
