THE HAGUE, July 18. At tho Peace Convention Germany, Austria, Italy, Switzerland, Sweden, Norway, Denmark, Holland, Belgium, Luxemburg, Brazil, Uruguay, Cuba. Ecuador, Hayti, San Domingo, China, Siam, Persia, and Turkey voted in fourth committee in favour of the United States' proposal for inviolability of private property at sea. Britain, France, Russia, Spain, Portugal, Japan, Mexico, Panama, Columbia, San Salvador, and Montenegro voted against the proposal. Chili abstained from voting, and there were eleven absentees.

The result amounts to a negative, since amabsolute majority is necessary.
