A number of Russian detectives proceeded to The Hague to watch suspects who, it was b,ejieved, were likely to attempt to rnurdcr M, Nelidoff and other Russian delegates ; but the Netherlands Government ordered them to return to Russia, declaring that The Hague police would assume responsibility for the safety of the delegates.
