Mr F<lix Schuster road a paper before the Bankers' Institute on our gold reserves. He ad /oca ted the formation of a second reserve by oach bank, inolutling the Savings Benk, contributing 2 per "centum to liabilities on- demand, making £12,000,000 in 'gold which tho Bank of EngW.fl will hold, and on|y usi? with the permission of a S'.riall committee of bankers. Mr Schuster also advocated that the Bank ol England be empowered to increase the not© issue against securities af ten the bank rats has reached a # certain level. ,
