Sir .f— The principle of taking' a refer3nd,um, being diametrically opposed to collective representation nmst lead to misrepresentation, to the lowering of the efficiency of the standard of the House r)l jßppresentatives as a constitutional assembly, and ultimately to the complete overthrow of representative government. As tlie nation has corn|mitted itself to. the principle of the referendum I consider that the right solution of the whole matter is that no referendum vote can be asked of the people, unless such refercaixlum question is made a party one ; and any Bill containing the provision of public referendum must ho broiught in by that parCy in pow;>r for the time, being.
