CONSULAR BILL QUASHED.

The Government tendered it» resignaiiom, alleging excrcjst of the Royal authority was opposed to the Constitution. King Oscar icfused to accept the resignation, but the Government persists. (At the beginning of the month., Norway rejected the Prince .Regent's offer to submit the terms of tho Union to revision, and insisted on tho recognition of Norway's rights \o appoint consuls before even commencing to negotiate. She demands for each kingdom tho right to decide future forms of national existence if negotiations fail. In June, 1902, tho Storthing passed a resolution in favour of independent consulates. for Norway and Sweden, which King Oscar refused to sanction.)
