In the House of Commons, replying to Mr S'oares, Liberal member for Barnstaple, Mr Balfour ' (Prime Minister) stated that the- last Colonial Conference, resolved ito re-jassemible automatically in 190 G. He admitted he did not remember this] cwhenl speaking at Edinburgh on October 3rd last.
Sir Henry Campbell-Banaerman insisted that Mr Balfour was pledge® to consult the country twice before taking any fiscal action.
Mr Balfour replied that his statement of policy was not a pledge to the Opfpositian ; nevertheless the Government^ did not inten!d to use its , majority to commit the present Parliament to fiscal reform. ( He altered to the essence of his Edinburgh j speech that any plan the Government j adopted would be submitted to the country.
Sir Henry Campbell-Bannerman later on moved the adjournment of/ tho House, and cited passages in Mr Balfour's speeches 'at Hdinihurgii and Manchester, also from i tho speech of the Duke of Marlborough, to show that the country would not be asked to decide the colonial aspect of the fiscal cj/iiestion until two» elections were held.
