TW (Jovernor's spoct-h congratulated the country on the improved condition of affairs and the prosperous outlook. In order to encourage settlement the Government, proposes to construct a number of Ynrht railway lines, on the hettorment principle ; it also recognises tho necessity of encouraging immigration of a suitable class. An Income Bill will be submitted, exempting incomes under £100. A referendum is to l>e taken to decide what number of members shall constitute the Hour© of Assembly.
