School Commissioners.

The Board met on Friday. Present : Messrs Cock (Chairman), Mackenzie, Faull, Wade, and Allsworth. The Board's solicitor reported on and % explained the jDOsition of the following matters : — Western. Park exchange, Kaupuha school site, Esk iioad dam, Kahui Road school site, jand Hill Eoad deviation. With regard to the .Esk Boad dam the Board decided to communicate with Captain T. M. Smith and his tenant, and with the Stratford Borough Council, and to urge thai steps be taken to remove the permanent overliow of water caused by the dam on sec 103, block 2, Ngaire, and which prevents traffic on the Esk lload, and also depreciates the value of the Board's section No. 12. Mr Allsworth gayc notice, of motion lor next meeting, That the resolution, passed at the Board's meeting- on February 20th, 1903, with respect to rents due by Messrs T. M. Smith and Kirkpatrick be rescinded. A speci&l resolution relative to Mr S. B. White's lease of sees 1 afi*d 2 of W, N.K, was confirmed, The Board decided to accept from the New Plymouth Borough Council a surrender of sees S6S, 553, and 554, and a new lease be granted for the* balance of the present term at £10 a year, and in the form of a perpetual lease now in use'-bj^ * ne Board, provided that the Council before January, Ist, 1907, erect and finish on sec 868 to the value of at least £300, and on sees 553 and 55-1 to the value of at least £400 ; and that no stables be built or kept on any of the sections, and that the nature and purpose of the buildings as well as plans, etc., be submitted io the -Board for approval. The resolution was confirmed. * A special resolution -relative of A. F. Knofiiock's lease was confirmed. At this stage the Chairman had to leave to fulfil another engagement, and Mr Mackenzie took the chair. The Controller and Auditor-General forwarded the Board's balance-sheet and statement of accounts duly certified, and it was taken as read. With regard to the leasing of ; reserves it was decided to notify the Commissioner of Crown Lands, who would forward to the Government the usual practice of leasing reserves as follows: —To submit to the Commissioner of Crown Lands a full list of all, lands proposed to be leased and of the terms in all xespects in which, the leases are to be offered before any steps are tak- ' en to lease reserves. It was decided that Mr N, King's letter offering to join the Board in the expense of planting^ willows on the frontage of his Waiwakaiho leasehold to prevent- erosion of the river bank, be referred to the Chairman. The Chairman was authorised 'to grant when he considered it advisable to do so consents to mortgage, under leases, and transfers underleases, provided the solicitor reports all in order, and the matters be reported to the Board at next meeting lor, confirmation. The Chairman was authorised ,to affix the seal of the Commissioners to any document when the secretary was absent from New Plymouth. It was, decided to, set aside £20 10/ for the" purchase of 2 acres,, part of sec 18,." block, 14, Cape, for a site for the. Kahui Bpad, School. The Wangdnui Education Board applied for an ..additional acre adjacent to the Te' Eoti School site. The solicitor will reply to the Board and explain the situation, It. was resolved that the New Plymouth High School Bo&rd be allowed access to the copies o,i the quarterly returns forwarded from iime to tune to the Government of payments made from the revenue received "from secondary reserves, and. the record of the disbursements in connection therewith, and of the distribution of -the funds in accordance with law.' The question of the deviation of the Makura Eoad was referred to the Chairman and Mr Mackenzie with power to act after consultation w.ith the solicitor. ' The Secretary of Education acknowledged the annual xeport and statement of accounts. It was decided that J. F. Frith be . empowered to re-enter on sec 4, block 12, Opaku, leased to E. 22. Mcßae,..and to take possession of tlie land, as upwards of 2 years' rent was in arrear and unpaid. The Ranger's report was read* and the secretary was instructed to write to the various tenants in terms of the resomniendatibns contained in thereport. The Treasurer reported a balance of £419 19/3., Transfers agreed to on usual terms — T. B, Catchpole to T. F. Synimons, sec 63, block 1., Manoe ; H. Brown & Co., to W. B. Ireland, see. 113>. block 1, Ngaire; W. A. Wright, to H. McKean, sec 67, block 1, Ngaire- The Board agreed on- the usual terms ' to the sub-lease of sec 1, block 5, Hawora, from J. T. Fybbrn. to T. A sub-lease of half of sec 19,' New Plymouth, was granted, from R. Todd to P>^B. Ross, jun. The surrender of sec 107, block 2, Ngaire, was accepted and '/two new leases will be granted to G. Jones and BrooMng respectively. The Commissioner of Crown " Lands wrote re proposed legislation for the Western Park, New Plymouth. The D.O.A. notified that he disclaimed the lease of A. Honey, a bankrupt. The Board rose.
