Received October 26, 1.6 a.m. London, October 25.— The Standard's Shanghai correspondent states that it is reported Yungli has in-* formed Li Hung Chang that- the Dowager-Empress strongly, desires , the friendship of Russ-ia, who promised to prevent aggression, and protect her at Peking. He added that the Manchurian treaty must be promptly concluded, the Dowager relying on Yungli for support against the opposition of the southern viceroys.
