HOUSE OF BEPRESENTATIVES. THIS DAY. (PER PRESS ASSOCIATION.) Friday, July 19.— The Speaker took | the chair at 10.30 a.m. Mr B. Thompson called the attention of the Government to the decision in the Appeal Court in regard to defamatory libel and asked nhat they proposed to do in the matter. 'the Premier replied that the Covernment looked upon the matter as a most serious one, and he recognised the necessity of* immediately passing legislation to meet the situation. The Land for Settlement Amendment Bill and* Government Advances to Settlers Bill were introduced and read a first time. On a motion that amendments made in Committee in the Beferendum Bill be adopted, Mr Pirani moved an~araeudment that the Bill be recommitted for' the purpose of considering a new- clause to provide that polling on questions referred to referendum be conducted through the post. The Premier opposed the proposal on the ground that it would be an interference with the secrecy of the ballot. A long debate ensued. Several speakers contended that the Beferendum Bjll was not the place for Mr Pirani's Suggested amendment ; js, should be inserted in the Electoral' Act. Eventually the amendment was rejected by, 44 to 13, aid the amendments made in the Bill in Committee were agreed to on the voices. The Bill then passed its final stages. - ..
