REASSURING SPEECH BY MR GOSCHEN. United Press Association. — By Klectrtc Telegraph.— Copyright. " Received February 4. 11 p tn. Loxno.v, February 3.— The Right Hon. G. J . G oschen, First Lord of the Admiralty, made a powerful and reassuring speech,," in which he claimed that the Cabinet took the full and collective responsibility for the war. Foreign Governments wero friendly, but the Government was alive to the gravity of the situation, and were elaborating plans for a sitisfactory Homo defence. He warmly congratulated the Right lion. J. Chamberlain upon winning tha affeotion of the colonies. The affoct ; on of the colonies for the Motherland, lie slid, was unstinted, and their loyalty and generosity had aroused the world's admiration. It was, apparently, a return for past consideration. The Admiralty hid assisted the Army with heavy guns without impairing the resources of the Navy.
