« _ COMPLICATIONS IN THE PHILIPPINES. United Press Association. — By Electric Tel egraph — Qopyright. Received December 4, 5 p.m. Washington, December 3.— W001-Eng Fong, Chinese Minister at Washington, has appealed to tho American Government net to exclude Chinese from the Philippines. Senator Alger suggests that Ameiica should build a railway through Cuba, thecost of which woulJ be twenty million dollars; also the enrolment of a Cubm nitive police and Philippine native troops. Reports from Manila state that the hostility of the Philippine rebels to the presence' of Americans is increasing. A Republican Government has been constituted which recognises .Aquinaldo as president. Tho report also states that 40,000 rebels are concentrated on the Itland of Panay, the easternmost of the Viscayas group, lying of£ Luzon.
