Sir, — It is quite refreshing to notice that someone besides myself takes some little interest in what is being done by Borough Councillors, the Public Works Committee in particular. It is indeed strange that old hands in the Council should not know the proper thing to do in »uch. cases as referred to by "Central Ward."*lt would have been more satisfactory if tlie horse "Captain ' hid been sold by public auction and only fetched £10, for then ratepayers would have had the satisfaction of knowing that tbe sale was a -fair and tquare one and the aninul brought its value. It is full time that this horde and cart infliction was brought to an end, for it is the most expensive hobby that ratepayers have to endure. If a true return were made for horse flesh alone, and ratepayers could see the cost in black and white, tbey would sweep the whole thing away without much ado But every care is taken that nothing shall come our, and so the thing goes merrily on. There is nothing easier *or more simple than for the Uorough to. hire their horses and ' carts when required, and to laase this work to those who understand the busi- | ness andiw would be well done, and what ii more, cheaply done.
