• GENERAL ASSEMBLY OF NEW ZEALAND. LEGISLATIVE COUNCIL. Wednesday, December 15.— The non. tho Speaker took the chair at 2.30 p.m. The Government Emergoucy Loaus to Local Bodies passed its final stages. The Minister of Education moved the second reading of the Victoria College Bill. Messrs Bowen and McGregor pointed out various defects in the Bill, and Mr T. Kelly spoke in support of the measure. The second reading was agreed rto. » The Couucil adjourned at 5 p.m. and yrcaumed at 7.30 p.m. The Water Supply Act Amendment Bill, Aid to Public Works Land Settleiueut Act Ameudment Bill, and. the AVestporc li arbour Board Loan Bill pawed their fiuul stages. The second reading of the Alien Immigration Restriction Bill waa moved by the Minister for Education. Hoa. Mr Bowen. vainly asked the Minister to lay on tho table the despatch from the Home Secretary of State to the New Zealand Government, with refereuco . to the Asiatics Restriction Bill. The second reading was agreed to. The Lease and Sales of Sottled Estates Act Amendment Bill and Lyttelton Harbour Board Loan Bill were rend a second time. The Council rose at 9 40 p.m. HOUSE OF REPRESENTATIVES. Wednesday 7 , December 15. — The Speaker took the chair at 2 30 p.m. Hon Mr Seddon moved that the Bills which have n»t finally been dealt with by the House shall be made suspended orders, aud set down on tha first order paper of next session. Ho would not, he mid, have introduced the motion if a new Parliament were to be elected before the next session, but as it was tho same Parliament he saw no objection to the motion being carried. Hon Mr Rolleston contended that tha proposal was absolutely opposed to all Parliamentary precedent. Mr Scobio Mackenzie characterised the motion as a monstrous one. Captain Russell opposed the motion, and said that many of the measures the House never intended to proceed f urthor than tho second reading stage. After a lengthy discussion, Mr Seddon, in reply, stated that the motion, if carried, would mean that throe weeks would be saved n«xt session. The motion was carried by 33 to 23. Ministers in reply to questions, stated that reports of the Emerson aud Henderson police enquiries had boen received, and were at present in the hands of the Government, and that there would be no objection to their being laid on the tablo of the House, that the question of issuing free railway passes to volunteers travelling to shooting matches would be conaidored by the Commandaut , that legis lation would be necessary before an additional bonus could be offered for au improved flax dressing machine. The House adjouined at 5,30 and resumed at 7.30 p.m. The second readings of the Cheviot Estates Disposition Act Amendment Bill •nd the Cyanide Process of Gold Extraction Bill were agreed to without discussion, and the former was committed. Mr Smith moved t» report progress. After two hours' discussion that was negatived by 42 to 14, The Bill passed with amendments. The Cyanide Process of Gold Extraction Bill was committed, and passed with slight amendment. The Bank of New Zealand and Banking Bill was committed. Clause 2, Board of Directors reconstituted. Mr Larnach moved that the ■words l nine directors ' be struck out with a view of inserting five instead of nine. Struck out by 34 to 22. Mr Seddon moved to insert seven. Negatived by 29 to 28. Captain Russell moved that four be inserted. Negatived by 30 to 28. Mr Laraach moved to report progress. Negatived by 37 to 21. Mr Seddon moved to insert six . Carried by 38 to 18. Mr Meredith moved to report progress. Carried by 23 to 21. The Cheviot Estate Disposition Act Amendment Bill, Cyanide Process Gold Extraction Bill, and Mining Companies Act Amendment Bill passed their final stages. The House rose at 2.5 a m.
