Sin, — On Thursday the burgesses of tho East Ward will have to select a Councillor in succession to Mr Dockrill. Throe candidates are in the field, Messrs Browne, Clow and Lealaud. Mr Browne is not a ratepayer or property owner in the Ward he seeks to represent and it is to be presumed tint burgesses will not care to intensify oui present position of being the only Ward in the Borough which returns a non-ratepayer. If ho is elected we shall be in the extraordinary position of having only one Councillor (Mr Bollriiiger) who pays rates in the Ward. Mr Clow on tho other hand in interested in th» East Ward and although inexperienced iv public life is a shrewd mau who knows his way about. He worked hard to get Mr Dockrill in as Mayor so as to create the vacancy in the Council for which he is now a candidate. M r Lealand stood for tho Ward a few months ago and, for a novice, made a remarkably good poll. Ho is tbe owner of some good property in tho Ward, is an energetic business man who always pays 20s ia the pound, and is respected by those who have dealings with him. Leaving the non-resident, Mr Browne, out of the question the ratepayer* have the opportunity of making a capital selection between Mr Lealand and Mr Clow. lam,&c., East-ender. December 14th, 1897.
