Received December i 3, 10 a.m. London, December 11. —Speaking at Bristol Sir Michael Hicks-Beach said if Great Britain ignored the responsibility of controlling tho Indian frontier Russia would certainly intervene and appro ich within dangerous proximity to the frontier. The British operations would cost a million and a half sterling. Referring to the Soudan campaign he said the forces under Sir 11. Kitchener would advinco upon Khartoum when a fitting opportunity presented itself. Tho British Government intended to ask Parliament to pass it vote in aid of defraying both' Indian aud Soudan campaigns.
