RUMOURS OF IMPENDING WAR
[PER PRESS ABSOCIATION.J Bucharest, April 3. — The newspapers here assert that Bulgaria has promised Russia that in the event of war she will cede her Varna and Burghas, and mobilise an army at Shumla.
St. Petersrurg, April 3. — The Novoe Vremya states that Russia has abandoned the idea of crossing the Balkans to reach the Bosphorus, but will increase the strength of the Black Sea fleet.
