NEW RULES OF PROCEDURE CARRIED. [PER PRESS ASSOCIATION.]
London, February 28. — Tho new rules of procedure were" carried by 202 to 05. Mr Balfour resorved to the House the power to oxtend the time limit to three days, and agreed to review the proposals if it were found impossible to put all undebated votes in globo . at the expiry of the time limit.
Mr Goschen's naval scheme will be disclosed on Monday. Tho Times hints that it will contain a proposal for the expenditure of thirteen millions in the construction of new warships.
. Mr Curzon, Under-Secretary for Foreign Affairs, states that neither Turkey nor the Powers have recently proposed tho early evacuation of Egypt. Lord Wolsely says he is confident that in the event of war the food supply would be maiutaiucd.
In the House of Commons, Mr Pan bury, Financial Secretary to tho Treasury, stated that Queensland and South Australia had proposed to exchange postal orders with Great Britain. The Duke of Norfolk, Postmaster-General, referring to the matter, said it was now under consideration, but it was difficult to obviate the risks attached to such an exchange.
