BOROUGH COUNCIL.

The monthly meeting was held on Monday night. Present ; His Worship the Mayor, Mr J. B. Roy (chairman), Mesara Brash, Dockrill, Walton. Furlong, Corkfll, Avery, Dingle, Ward, and Teed. Special Meeting. — A special meeting was held at 7.15 o'clock, -when the formal resolution, striking the rate, was passed. No Record.—When the minutes of the special nieeting.held lastmonth, were read, Mr Corkill pointed out there was no reference in them to the discussion that took place on the question of the Council recommending W. Mclndoe for bravery to th* Royal Humane Society of Australasia. — His WoKSHii'said that it was only usual to put results in the minutes, and as the matter in question was not brought forward by motion, there was- no resolution to record. — Mr Corkill said the matter was brought forward •by permission of the Council.— Mr Dockrill oeuld not see the reason for recording the matter as no resolution was passed. — Mr Furlong thought the matter should be recorded.— Mr Coßicn.r, said he would have moved a resolution on the question, which would probably have been carried, but His Worship undertook to make enquiries. — Mr TEED considered thai a reference to the subject should be made in the minutes. — Mr Corklll moved, in effect, that the words (quoted) be added to the minutes referring to the Mclndoe incident — This .was carried. Remittance. — The Colonial Secretary's Department notified that a voucher for £21 had been placed to the Council's credit, being half the difference .between the cost of the licensing elections of 1891 and 1894. , , Leave — MrE. M. Smith wrote, asking for leave to attend hi« Parliamentary duties, which begin on June 20.— The application, on Mr Dockriirs'motion, waa granted, Mr Smith's sons to attend to tha Borough work. Report a.— Mr A. Wray, waterworks engineer, reported the works in good order. — The Sanitary Inspector, Mr W. H. Free, reported that the sanitary condition of the Borough was very., ,good.— Mr Teed wanted to know if the hqldora of kerosene complied with the by-laws. Mr Free, who was present, replied in the affirmative. Public Works Committee.— This Committee, who tnet on May 31, reported That an additional pipe be laid from Bobe-street into the Government Buildings as requested by Mr Wilsoa, and that he be informed that the charge will be £30 per annum ; that the charge for water supply to St. Mary's Church, on the ground that it is not all u«ed for divine service, be £5 per .annum ; that the cutting in Gilbert-street be let by tender. — The same Committee met again on June 7, and reported— That the Council procure four Jamp supports and fittings without delay.; y that kerbing. asphalting, <fee., be '"'done .at the Mro Brigade station in Po.wderham-street ; that crossings bo put in Devon-street ; that Mr Roberts' application for the erection of a house be accededjo,, subject to the approval of the foreman ;' that 20 yards of broken atone be supplied to the filliot Road Board at 5s per yard ; that the Borough water 'be laid on to tha Department of Justice, &/•., ond that th<j charge be £10 per annum from April 1 ; that steps be taken to prove the strength of the reservoir at the waterworks, and in th« event of the reservoir being weak to strengthen it ; that according -to the official plan of the Borough Currie-streot terminates in Gill-street, the 1 width of road which the Harbor Board hag ' across their reserve is' not in accordance with se'etion 232 of the Municipal Corporators Act, 1886 ; that the application of Captain Capel to repair Hobson-street be acceded to.— Mr Dockrill 'explained tho report. He stated that the money f«r the Gilbert-street cutting was prorided for in the estimates. With regard to 1 tha new lamps he said tho Committee had deoided to place one in Young-street and another near the bluff opposite the railway station. The Committee had not decided yet to recommend locations for the other two lamps. In referring to the Elliot Road Board's application for metal,Mr Dockrill said that the Borough could supply these demands with pleasure, as a great many able-bodied men had come to him'desiroua of getting work at stone-breaking, and such applications would find them work. At the same time he said it was deplorable that such ablebodied men should be seeking work' at stone-breaking, and was an index of what %vas ahead of them this winter. He explained the Committee's proposal to test the strength of the reservoir, and also gava a full explanation with refa'-enee to the Harbour Board letting their Hawaii pah reserves without providing for a road 66 feet wide right through, according to " TheMunioipal Corporations Act" The Committee desired" that the mattershoald be represented to the Harbour BoardsMr Teed thought the Council shouldliava seen that the road was left full width before the Board leased the- land.— Mr Dockrill said it Waa, only a friendly action on the Council's part in drawing the Board's attention- to the matter. Thp question was, which was the correctplan : —The old plan on which the Board had leased the sections or the official plan of the Borough, furnished by the G6vernment. His Worship said their action was only a friendly one. and would tend to obviate complications ia the future.— The reports were then adapted. Tenders. — Mr Cokkill moved, as, no tenders were in, That the time for receiving tenders for the lease - of the Council Chambers ba extended till next meeting of the Council. — Canied. Euwkcrs' Licenses.-^. W. Forster ap-' plied for a hawser's license.— Mr Cokkill moved, That the application be refused. He did sp on the ground that issuing these licensta was not fair to tha permanent tradespeople, who had to pay rates. —Mr Waltox seconded. — Mr Dockrill said he was against hawkers, but he^would not be a party to any illegal act. - A person could make the Council, through tho Court, issue a license. —Mr Teed said that a high hcouee tea could be' charged. — Mr Wa*d supported, the motion", and under-, thoir by-laws, they cpul<l grant or refriM a license. — Mr DocKßiu/ said a legal opinion was to th© effect that such & bylaw wus ultra vims, the Act not gmne them power, to frame such a hy-law.— Mr CaßKifA's motion was carried.— lApplici. tions from Clara Joseph and -/Lanster-' Btem were refused.— Mr Corkill :OS coarse it is, understood aitey such an expression of opinion from the.
