RETIREMENT OF THE SPEAKER. London, April 9. The Right Hon. A. W. Peel, in resigning the Speakership, made an eloquent speech, iv which he said he trusted the House of Commons would, in the conduct of its business, continue to bo a model for colonial and foreign assem bliei: The leader of the House, Sir W. V. Harcourt, gave notice of motion thanking Mr Peel for his eminent services to the State, and praying that the Queen would suitably reward him. The motion is to bo seconded by Mr Balfour, leader of the Opposition in the Lowor House. NEW SPEAKER ELECTED. L'ndon, April 10. Mr W. C.
