TARANAKI COUNTY COUNCIL.

(Continued from yesterday.) Advertising. — The Council agreed to insert advertisements in both papers at Is Gd per inch. Loan Question. — Several ratepayers in the Opunake Riding petitioned the Council to borrow £2000 under The Loans to Local Bodies Act, for the purpose of gravelling the Eltham Road, metalling the South Road between Waiana and Taungatara rivers, and erecting bridges on the Eltham Road. — Mr McGloin moved that steps be taken to raise the loan. — Seconded by Mr McCullum. — After discussion the motion was carried. — A further resolution, moved by Mr Hokrocks, and seconded by Mr McCui. lum, was passed making the proposal to borrow £2000 extend over the whole of the Parihaka Riding, including the area mentioned in the petition. Wheel Tax. — The following recommendations of the committee appointed to draw up a scale of the wheel tax to be imposed was read :—: —

Dockets to be attached to all vehicles, and supplied by county. Dockets to bear county initials. Dockets to bear number on register. Dockets to bear class of vehicle. County foremen to be appointed inspectors. Dockets to be obtained at County Office or other authorised places. License to be transferrable only in case of sale or breakage, and on approval of inspector. Transfer to be registered at County Office on application of both parties. Inspector's decision to be final as to class and maximum weight carried. The rate to be struck on April Ist, 189 1 Any unlicensed vehicle using the county roads — for first offence, penalty not exceeding £1 ; every subsequent offence, £2. Any person found altering or defacing the dockets for the purpose of defrauding the Council to be liable to a penalty of £2. The scale was discussed and several amendments passed. An amendment to make the charge for a sulky 10s was lost. In class G the charge was raised to £2. Several other amendments were made in the scale. A discussion ensued whether a person crossing a road with a cart from one paddock to another should be made to pay. Finally it was decided on Mr Okky's motion, that when a person has property on both sides of the road the person shall not be compelled to pay the fee for simply crossing from one paddock j to another. — Mr McGi.oix moved, That any person found defacing the docket for the purpose of defrauding the Council should be liable to a penalty of £2. — Seconded by the Chairman and carried. — TII3 scale as amended was then adopted. Toll-gate System. — Mr Tatk, according to notice of motion, moved, " That the toll-gate system be adopted in preference to the wheel tax." In speaking to the motion he pointed out that the feeling of the ratepayers where he had addressed meetings was in favour of the toll-gate system. —Mr Leppkr seconded the motion. — Mr Adi, im nid he would support toll-gates throughout tho County, as he saw that the wheel tax would not bring in immediate revenue. — The Chairman pointed out that the Council needed funds. — Mr Horrocks supported the wheel tax, and was followed by Mr Pp.ters in the same line. — Mr Tati; finally agreed to alter his motion to read, that tollgates be established throughout the county. — Mr McCullum seconded the motion, which was carried. — The position of gates was then considered. — Mr Okt.y moved that a gate be erected at Smart Road, and a bar be put between Smart Road and Waiwakaiho salej'ards, to be open on sale days and the day following. An amendment to erect a gate at Smart Road and defer the question of the other gates was moved and lost, and Mr Okey's motion was then carried. — Mr Horuocks moved " That the tollgate on the Junction Road be erected at Petrie's, Mangorei, and the gate on the Mountain Road bo removed to the south side of Inglewood as 6oon as fcHe present contract terminates, and that one be erected on, thesouth side of the Wortley Road." Carried. — On Mr Adlam's motion it was also decided to erect a gate near Waitara. Engineer. — Mr Peters moved, and Mr Horuocks seconded, "That Mr Davis, of the firm of Davis & Sladden, surveyors, Inglewood, be appointed engineer for Moa and Omata Ridings, on the same terms as laid down in scale." —Mr McGi.oix moved as an amendment, and Mr Ok i;y seconded, " That, applications be invited for an engineer for the County, applicants to state where last employed and by whom, and whether they would accept by the year or at schedule rates." — The amendment was carried. Furze Nuisance. — Mr Oki:y moved, and Mr Tati: seconded, " That the County foremen report on all furze encroaching on roads." — Carried. IJcenbing Election. — Mr Okky moved, and Mr Hor rocks seconded, " That the Borough Council have the control of licensing elections throughout the district." — Carried. Accounts. — A total of about £800 were scheduled, but on account of the size of the overdraft only a few were passed. The Council adjourned.
