LAND BOABD

The Land Board met on Monday. Present: Commissioners of Crown Lands (Chairman), Mossvs Kelly, Livingston, Marchant, and Standish. Deferred Payment Sales. — Tbo following applications woro acceded to: — O. Iliese, sec 6, block 11, Egmont, upset 18s 9d; C. Marguarat, sec 45, block 6, Huiroa, 18a 9d. Lease. — F. Dunick, sec 53, block 3, Iluiroa, upset, 2s 6d; R. Blight, sec 9, block 4, 9 3 sd. Total area. — The total area disposed of was 639 acres. Deferred Payment Transfers. — H. F. Lattoy and E. Livermoro, socs 7 and 11, block 7, Iluiroa, to J, F. L. Stovonson, El. F. Lattoy, and E. and M. Livennoro; A. Gray, soc 14, block 4, Capo, to A. Binnio. — Acceded to. Lease Transfers. — J. F. Pease, sees ,3 and 4, block 16, Ngaire, to C. Taylor. — Tho Board would not grant this transfer, as tho improvements havo not been made. Advertising Land. — The Board passed a resolution calling the attention of tho Government to tho need of advertising tho land at Mimi as soon as possible. Return. — A return respecting tho suburban land at Stratford applied for by Mr Kelly was laid on tho tablo. Enquiry intn Transfer. — Mrs A. J. Hastio attondod tho Board meeting to explain with respect to tho application of O. L. Robinson to transfer leaso of sec 7, block 6, Kaupokonui, to herself. — The Board finally agreed to the transfer, Mr Marchant being the only dissentient. Pukengahu Block. — The Board decided, " That as it ia highly desirable that the Pukengahu Block should bo secured for settlement purposes, the Government bo urged to do all in their power to provent any portion of tho block being either leassed or sold to any private person." LanJ to the North.— Tho Board resolved, " That tho Government be recommended in tho interest of settlement to take such stops as will bring the West Coast Settlement Reserves behind Tikorangi and Uronui under occupation." Manqamingi andMangaere Blocks. — The | Board further decidod, "That the Board urge on the' Government the necessity for hastening as much as possible tho sale of tho Mangamingi and Mangaero Blacks, as otherwiso there will be great risk of the present foiling season passing by before the lands can bo occupied." Uuderleases. — C. H. McCutchan, junr., applied to underlease sec 94, block 10, Kaupokanui, to V. H. Chapman. The Board declined to accede to the application. — T. Parkinson made similar application in respect of sec 9, block 15, Ngaire, to B. and W. T. Parkinson. The Board acceded to this application under tho exceptional circumstances of the caso. Exemptions from Residence. — W. A. McCutchan applied for exemption from residence on sco 53, 54, 61, 62, 63, block 10, Kaupokanui. — The application was granted for 2 years from August 1 next. — G. Falkner applied for exemption with respect to sec 9. block 6, Kaupokonui. — Exempt granted for 2 years. . Makaka Village. — Tho Board decided to recommend the Government to clear the Makaka Village, in Kaupokonui Block. Completing Purchase. — A. Ellerm's application to complete purchase of sec 71, block 11, Kaupokonui, was granted. The applications of Miss D.McFarland (sec 12, block 8, Hawera), and J. P. Murphy (sec 139, Tarurutangi) were refused. Ranger's Report. — The Ranger reported as follows : — I have the honor to hand you schedules of reports of inspections of deferred payment lands in tho JNgairo and Kaupokonui districts, made by Mr J. R. Stanners, who has been appointed to assist mo. The reports cover 89 allotments, comprising 9.423 acres, of which 28 allotments, I including 3377^ acres, aro Ist inspections, and 61 allotments, including 5845£ acres, aro 2nd inspections. In tho schedules of tirrit inspection it is shown that 12 selectors aro not residing on their holdings (marked A in red on the margin), 2 others are not residing on their holdings, but are resident in the vicinity (marked B on margin). Of the above 12 absentees 7 kuive made double improvements, and are therefore exempt from the residence conditions. Those I have marked R after the name. Two selectors have made no improvements (marked D), and four have made insufficient improvements (marked J).. Of those selectors who have held their lands,4 years, 31 are not resident ;• but of these 20 have made dodblu improvements, and are therefore exempt (marked as above) ; 7 others are not resident on their holdings, but reside in the vicinity, and 3 have' made insufficient improvements; Apsrt' from tho question of residence-it 'will be seen that out of 89 selectors, 2 only are defaulters; 7 others have made insufficient improvements. Of these 7- r one is . resident, 2 others have felled considerably more than required, but not yet grassed it; and the other four are in default to only a small extent. On the 89 holdings, the amount required cleared and grassed was 1527 acres; the area actually cleared and .in grass is 2782, acres, and, in addition, there are 28 dwelling-houses erected, and a large; extent of fencing. ..On' the whole, a» jregards improvements, the report is a very satisfactory one. — The Board decided, "That the defaulters in respect of residence be notified to show cause why their land should not be forfeited.'.' . Special Settlement. — A memo, dated July 16,' from the General Survey 'Office, stated that the Mangamingi Blook was no doubt avai'abie for special settlement, but that Mr Boddie (an applicant) should specify what part of it he wants, as until he did none of it could be promised to him. There were other applicants for the same block. Clifton County Council. — The Ranger reported on a schedule of the Clifton County Council, and recommended it for approval. — The schedule was approved. Proposed School Site. — A. Thompson wrote, proposing to transfer part (3 acres) of pec 3, block 7, Kaupokonui, to the Wanganui Education Board for a school site. — The Board resolved that when the Wanganui Education Board applied for the land the Board would be prepared to favorably consider the application, and that the Board was of opinion that at least five acres should be taken. Farm Homestead A ssociution — Mr J. B. JMilsom, Mayor of Lyttelton, who was in this district recently looking at land, so as give information to intending settlers at Lyttelton, wroto a long letter under date July 9. He gave a full account .of an interview with the Minister of Lands and the intending settlers at Lyttelton .—The Board decidod to inform Mr Milsom that they could not entertain any application for unHurveycd land. Moa Road Board. — A report of the Ranger on an application relative to a loan was read. Tho Board resolved to request the Moa Road Board to furnish a plan of tho boundaries and the sections which they proposed to constitute a special rating area for the Kohcti Road. No Power. — G W. Gane applied to have section 10, block 2, Opunake, revalued with a view of getting v reduction made in the price. — The Board decided to inform Mr Gane that they have no power to deal with the application. Changing Tenure.— M. RefYican applied to chango tenure of sec 1, block 13, Opunake, from perpetual lease to doferre 1 payment ; and A. Harrison made similar application in respect of sec 17, block 15, Ngaire. — Acceded t<\ Fyrfe'.ed SectU »*,-Sec 16, block 15, Ngaire, was forfeited by Mrs Maxwell, and boo 1, block 2, Ngatimaru, forfeited by Watts. Wrong boundaries. — Mr G. Hutchison wrote with reference to soc 124, block 2, Ngairo, tho holder being A. Jones. It appears that tho holder has built on an education roserve leased by tho Sash and Door Factory, through, ho allegos, wrong pegs being pointed out to him by Mr Stannors, in 1880. — Tho Sash and Door Factory had offered tho holder terms, which tho Board now considered wore equitable.

Reserve.' — C. E. Major wroto to tho Board with respect to sec 16, block 15, Ngairo. Tho Board rofusod to re-consider tho question of Mrs Maxwell's application, and decided to reserve tlio section for forest purposes. Tlio Board adjourned.
