TARANAKI COUNTY COUNCIL.

Tim monthly meeting of the Taranaki County Council was held on Wednesday. Present : Messrs Price (Chairman) j Olson, Lepper, W. Bayly, T. Bayly, Strauchan, : Adlara, Gibbons, and Kyngdon. Egniont Riding Question. — The Chair- ] :man said that a counter petition had been received against the formation of an Egniont Riding. He said there were 182 names on the counter petition, which was in proper order. On the petition for the Egmont Riding there were 143 names. There was the requisite proportion of names on the counter petition, and therefore tho petition for an Egmont Riding could not be proceeded with. —Mr Olson spoke against the dividing up of the present RMings, as it was not advisable to have small Ridings at present. He moved to that effect. — Air Kyngdon seconded the motion. --Mr Leppeu and the Chairman also spoke, and the motion was then put and carried. Proposed Deviation. — Messrs S. Rundle and \V. Bishop, Chairman and member of the Egmont Road Board, waited on the Council with reference to a deviation of the King Road. Mr Rundle, who acted as spokesman, wanted to know if the Council were agreeable to havo the road put through a section belonging to the Couucil. lv answer to Mr Olson, Mr Bishop stated that the on!y sections affected would be a Government section, a freehold section, and the Oouncil's section. — The Chairman' said that the Road Board would have to carry out certain formalities as laid down in the Act. — Mr Runrlle pointe 1 out that Mr Robinson, Ciown Lauds Ranger, had recommended the deviation. Olson moved that the deviation be approved of, subject to the formalities in the Act being carried out.— Seconded by Mr Kyngdon. — Mr Stranchan moved as an amendment that a plan of the proposed deviation be placed on the table, and that the consent of those in occupation of tho land affected be obtained by the deputation before the Council consented to anything.—Seconded by Mr Gibbons.— The amendment was lost on the voices, and the original motion was then carried. Kerbimf. -Messrs A. U. Ilolmos and J. F. Hooker, residents on the South Road, waited on the Couucil and asked them to continue the kerbing beyoud the West Infants School to curry oif the surface water, which formed lakelets in winter at the sii'es of the road. Adjusting Accounts.- The question of the Council adjusting accounts with tho Stratfo'-d County Council came up for discussion. — Mr Oj.so:j remarked tliat tlie Stratford County were having the host of this County, as they were paying their Hospital and Charitab'e Aid subsidy, and the Stratford County, moreover, were not bearing their share of the interest on tho overdraft.— The Chairman said that such was the case as far as he could see. — Mr Olson said that they should urge on the Government to get tlie accounts adjusted, as the present system was not good enough.— Mr Gibbons thought that the Auditor - General should bo written to on the subject.— Other members also spoke, and finally Mr Kyngdon moved, in effect, as follows: — (1) That the Council in future pay subsidy to the Hospital and Charitable Aid Board on the valre of the Taranaki County pioperty only; and (2) that tin AuditorGeneral be written to, pointing out the moneys paid to the Hospital and Charitable Aid Board, and interest on overdraft, by this Council on behalf of the Stratford County Council.— Mr Olson brought up the question of tho piece of the Mountain Road, which was motalled by this Council just prior to tl-a Stratford County taking it over. This was another claim they hud on tho Stratford County, who ought to bear a share of the cost.— Mr Kyngdon, on the suggestion of the Chairman, agreod lo the withdrawal of the above resolutions and it was then decided to semi a letter to the Auditor-General explaining tho three following points: — Hospital and Charitablo Aid, Interest on Overdraft, and Cost of Mountain Road Contract. It was aIBO resolved to ask the Auditor-General to bring about a speedy adjustment of accounts. A Law Point. — The Chairman brought uo a point in Connection with the transfer of the Rimutauteka block from tho Waitara to the Moa Riding. A special order making the transfer had been confirmed before the ordinary meeting, and as soon as the new boundaries of the ridings concerned were gazetted, the Chairman was oi opinion that all members of the Waitara and Moa Ridings would go out of office, and an election would have to be held. He based his opinion on sec 93 of " The Counties Act 1886," which ho read to mean that an election was necessary as soon as tho boundaries of any ridings had been altered. He hold that iho boundaries of the Waitara and Moa Ridings had been affected by the transfer . of the Rimutauteka block from one to the other, and thus a fresh electionjjof tho members of the two ridings was necessary as soon as all the formalities in connection with the transfer had been completed. — Several members did not agree with tho Chairman's interpretation. — The matter then dropped, bit it is understood that it will crop up again as s on as tho transfer is gazetted. Defaulting Lessees. — Tho Council resolved that all defaulters in reepoct of rents of land be notified that if they do not pay before next meeting they will hi sued forthwith. Rates on ' Native Lands. —Mr Felix McGuire, M.H.R., wrote stating that ho had urged the payment of rates on native lands to local bodies, as in former years. Refund.— Mr J. B. yeale, of Midhirst, wrote ask ; ng the Council to refund himXl, costs of a deed transferring land ' oncroached on by the Mountain Road.— lt was resolved to pay the money. , Not Liable. — Constable Twomoy, of Opunake, wrote asking tho Council to pay the sum of 12s, incurred by him in burying a dead horse tbat had lain near tho South Road.— The Council would not pay, as they considered they were not liable. Transfer of Slaughter License. — Mr G. Wade, of Pungarehu, applied for a transfer of his slaughter license from Bee 72, block 12, Cape, to sec 82, block 8, Capo.— Agreod to. Tarata Bridge.- — A memo was received from the General Survey Office, Wellington, enclosing proclamation vesting tho control of the Tarata bridge, over ' tho Waitara river, in the Taranaki County Council. County Roads. — An Order-in-Counoil was received from the samo office declaring the Eltham and Tariki Roads to be County roads. Striking rates. — Tho Council decided to strike a general rate of throe-farthings in the £, and one-sixth of a penny in tho £ (hospital rate}, ou all rateable property for the year ending March 31, 1892, such rate to be payable in one instalment to tho Treasurer at the County office on December Ist. Transferring ratepayers' namw. — It was decided that the list of ratepayers comprised in the Rimutautoka Block formerly appearing on the roll of the Waitara Riding, be transferred to the Moa Riding. Balance-sheet. — The Auditor-General forwarded the certified balance-sheet of the Council for the year ended March 31, 1891. Special meeting.— A special meeting will be held at 11 o'clock on next ordinary meeting day for the purpose of considering such balance-sheet. Action Approved. — The B&ard approved of the action of tho Overseer in procuring metal for road repairs aB specified in his report. Tenders. — Tho following tenders for leases were accepted : — C. Longstaff, sec T, Tarurutangi, for 42 years, at lOd per acre ; and S. S. Englcfield, sec 127, Hua and Waiwakaiho, for 42 years at 9d' per acre. Accounts. — Accounts amounting to £342 2s were passed for payment. The Council adjourned.
